«On 19 January 2026 the President of the Republic of Korea (hereinafter referred to as the ROK) Lee Jae Myung and the President of the Council of Ministers of the Italian Republic (hereinafter referred to as Italy) Giorgia Meloni met in Seoul and expressed their will to further strengthen the ongoing collaboration, both bilaterally and on the multilateral fora, in order to proactively contribute to maintaining international peace and security and to address global challenges. Within this context, the two Leaders have expressed their willingness to cooperate in the following areas.
1. Bilateral Relations Building on their shared values and principles, the ROK and Italy shared the will to further strengthen their Strategic Dialogue as the primary platform for exchanging views and finding synergies on key regional and global developments. To this end, they have decided to convene the next session of the Strategic Dialogue as soon as possible and to prepare a new bilateral Action Plan for the years 2026-2030 to identify the primary objectives of the bilateral cooperation between the ROK and Italy. The two Leaders reaffirmed their commitment to a peaceful and prosperous Indo-Pacific and shared a common view to work closely together to promote stability in the region.
President of the Council Meloni renewed the expectation that President Lee may accept the invitation by President Sergio Mattarella to pay a State visit to Italy during the current year.
2. Economy, Trade and Investments Aware of the challenges faced by today’s economy and of the importance of advanced manufacturing and cutting-edge technologies, the two Leaders reaffirmed their will to further strengthen their partnership in these sectors. To this end, they commended the results of the ROK-Italy Business Forum which was jointly organized in Seoul on 5 September 2025, by the two sides focusing on four key domains: advanced industries (including artificial intelligence and industrial automation), energy transition and circular economy, infrastructure and transportation (including aerospace and automotive), and bio industry. Building on the successful outcomes of the ROK-Italy Business Forum, the two Leaders expressed their intention to further strengthen and expand bilateral cooperation and to boost trade and investments in both Nations and in third markets, taking advantage of the points of strength and complementarities between the two economies. The two Leaders stressed the importance of strengthening industrial cooperation in key sectors such as artificial intelligence, aerospace, semiconductors, and critical raw materials, as well as fostering partnerships between public institutions and private companies. They also emphasized their desire to enhance cooperation based on the Memorandum of Understanding on Industrial Cooperation between the Ministry of Trade, Industry and Energy of the ROK and the Ministry of Enterprises and Made in Italy of Italy signed on 9 November 2023. They shared a common view to continue expanding private-sector cooperation in the semiconductor field through the conclusion of a Memorandum of Understanding on Semiconductor Cooperation. The two Leaders concurred on intensifying joint efforts to develop resilient and reliable critical mineral supply chains, both in the framework of the aforementioned Memorandum of Understanding, and through multilateral initiatives, such as the Minerals Security Partnership (MSP), currently chaired by the ROK.
3. Science, Technology and Higher Education With the aspiration to contribute together to the advancement of research and innovation and to the progress of the two Nations, the two Leaders expressed their intention to further promote joint research projects, academic and researcher exchanges, and cooperation between their respective scientific institutions, in line with the Agreement on Scientific and Technological Cooperation between the ROK and Italy signed in Rome on 16 February, 2007. The two Leaders greatly valued the successful launch of eight joint research projects in future-oriented cooperation sectors, including physics and quantum science, advanced materials and nanotechnology, environmental science and energy transition, artificial intelligence applied to cultural heritage, advanced biotechnology, and aerospace. Furthermore, trusting that this research collaboration will serve as a solid foundation for elevating the future scientific capabilities of both Nations, they stressed the need to further expand the bilateral cooperation in these sectors. The two Leaders expressed their willingness to promote collaboration between their respective universities and higher education institutions through specific agreements and 4 joint programs that aim to promote, in particular, the mobility of students, professors, researchers, and experts participating in conferences, study visits, conventions, symposia, and seminars.
4. Culture, Tourism and People-to-People Exchanges Building on the momentum generated by the ROK-Italy Year of Cultural Exchange 2024– 2025, the two Leaders have expressed their positive assessment on the increasing dynamism of people to people exchanges, which contribute to boosting mutual cooperation between the two Nations’ cultural institutions and festivals. In light of this, they underlined the importance of deepening cultural cooperation, promoting new partnerships in the fields of cinema, museums, performing arts, architecture, and tourism, and strengthening cooperation in the protection of cultural heritage, both bilaterally and in the framework of UNESCO, as a precious tool to enhance mutual understanding between the two Nations. They welcomed the conclusion of a Memorandum of Understanding as a step toward further enhancing cooperation in the fields of cultural heritage and landscape. The two Leaders shared a common view on strengthening the cooperation between the audiovisual industries of the two Nations including through the promotion of audiovisual co-production. The two Leaders shared a common view to promote cooperation on sports by leveraging on major international events, including the 2026 Olympic and Paralympic Winter Games in Milan and Cortina d’Ampezzo. The two Leaders expressed their expectation that the conclusion of a Memorandum of Understanding on Cooperation in the Field of Civil Protection would lead to expanded shared endeavours to protect the lives and safety of the people of the two Nations in various disaster situations.
5. International Cooperation The two Leaders reaffirmed their commitment to the complete denuclearization and lasting peace and stability on the Korean Peninsula.
